MAKING GRANTS OF MONEY TO THEM; OR II. PROVIDING OR PAYING FOR GOODS, SERVICES OR FACILITIES FOR THEM; OR III. MAKING GRANTS OF MONEY TO OTHER PERSONS OR BODIES WHO PROVIDE GOODS; SERVICES OR FACILITIES TO THOSE IN NEED.
