THE BENEFIT OF CHILDREN WHO ARE IN NEED THROUGH SICKNESS, DISABILITY OR OTHER CAUSES AND WHO ARE RESIDENT IN THE COUNTIES OF CHESHIRE, CLEVELAND, CUMBRIA, DURHAM, GREATER MANCHESTER, HUMBERSIDE, MERSEYSIDE,NORTH YORKSHIRE, SOUTH YORKSHIRE, WEST YORKSHIRE, LANCASHIRE OR TYNE AND WEAR WITH A PREFERENCE FOR CHILDREN WHO ARE ORPHANS AND IN SPECIAL CASES THE BENEFIT OF SUCH CHILDREN AS AFORESAID WHO ARE RESIDENT ELSEWHERE IN ENGLAND OR WALES.
