RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE AREA OF DRONFIELD, HOLMESFIELD AND UNSTONE AND THOSE PARTS OF THE COUNTY BOROUGH OF SHEFFIELD AND OF THE PARISHES OF BARLOW AND ECKINGTON WHICH WERE FORMERLY IN THE ANCIENT PARISH OF DRONFIELD WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
