THE PROVISION AND MAINTENANCE OF FACILITIES FOR THE USE OF THE INHABITANTS OF THE PARISH OF WHITMINSTER FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE, WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
