(D) TO PROMOTE THE EDUCATION OF THE PUBLIC IN BETTER STANDARDS OF CHILDCARE WITHIN THE AREA OF THE LONDON BOROUGH OF RICHMOND UPON THAMES AND ITS ENVIRONS.
