THEIR FULL PHYSICAL AND SPIRITUAL POTENTIAL IN ORDER THAT THEY MAY GROW TO FULL
MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND THAT THEIR CONDITIONS OF LIFE
