TO PROMOTE ART AND EDUCATION FOR THE BENEFIT OF THE PUBLIC BY THE PROVISION OF A STATUE IN COMMEMORATION OF THE LIFE AND WORKS OF SIR EDWARD ELGAR (1857-1934) (WHO LIVED AT SEVERN HOUSE NETHERHALL GARDENS BETWEEN 1911 AND 1922) IN NETHERHALL GARDENS HAMPSTEAD OR OTHER PUBLIC AND PROMINENT PLACE IN THE LONDON BOROUGH OF CAMDEN ('THE AREA OF BENEFIT') AND IN DOING SO ALSO PROMOTE THE PHYSICAL ENHANCEMENT AND BEAUTIFICATION OF THE AREA OF BENEFIT.
