Accessibility statement for The Register of Charities

This statement applies to content published on our Register of Charities. It does not apply to our other digital services.

This service is run by the Charity Commission for England & Wales. We want as many people as possible to be able to use this service. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text disappearing off the screen (not including text within a table format)
  • navigate most of the service using just a keyboard
  • navigate most of the service using speech recognition software
  • listen to most of the service using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is

We know some parts of this website are not fully accessible:

  • tables will not reflow in a single column when you change the size of the browser window
  • you cannot modify the line height or spacing of text
  • you cannot skip to the main content when using a screen reader
  • some tables do not have row headers
  • some pages have colour contrast that do not meet WCAG standards
  • some images do not have good alternative text
  • some buttons are not correctly identified
  • many documents are in PDF format and are not accessible to screen reader software

The majority of the site is fully accessible including to screen readers and those using assistive technology. This includes the use of text alternatives for links, images and buttons. We’ve also made the website text simple to understand.

The Charity Commission for England & Wales is committed to making its websites accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to ‘the non-compliances and exemptions’ listed below.

 

Non-accessible content

The content that is not accessible is outlined below with details of:

  • where it fails the success criteria
  • planned dates for when issues will be fixed

Some tables in content do not have table row headers when needed. This fails WCAG 2.1A 1.3.1 success criterion (Info and Relationships). This is a limitation of the publishing tool which we plan to fix in the future.

Focused links and buttons sometimes do not have enough contrast. This fails WCAG 1.4.11 AA (Non-text Contrast). We plan to fix this in the future.

Many of our PDFs don’t meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. This doesn’t meet WCAG 2.1 success criterion 4.1.2 (name, role value). We are investigating a solution to this problem and will update this statement in due course.

 

Content that’s not within the scope of the accessibility regulations

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on charity accounts.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix charity account PDF documents published prior to 23 September 2018.

 

Preparation of this accessibility statement

This statement was prepared on 28 September 2020. It was last reviewed on 19 April 2021.

This website was last tested on 16 April 2021. The test was carried out by Nomensa.

A full audit was carried out on 10 unique page-types on the register, ensuring all site functionality was subject to testing. These pages were chosen by the Charity Commission. The audit was conducted on a desktop PC using Google Chrome.
