TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION OF THE INHABITANTS OF THE LONDON BOROUGH OF HILLINGDON AND ELSEWHERE SO THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
