(2) TO PROVIDE RECREATIONAL FACILITIES IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING CONDITIONS OF LIFE OF PERSONS HAVING NEED OF SUCH FACILITIES BY REASON OF THEIR POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES
