TO SAFEGUARD AND PRESERVE THE GOOD HEALTH BOTH PHYSICAL AND MENTAL OF PERSONS AND THEIR CHILDREN IN WHOSE MUTUAL RELATIONSHIPS HAVE BROKEN DOWN OR ARE IN DANGER OF DOING SO AND TO RELIEVE THE POVERTY AND DISTRESS ARISING THEREFROM AMONGST SUCH PERSONS AND THEIR CHILDREN.
