TO APPLY THE INCOME OF THE CHARITY FOR THE BENEFIT OF THE RESIDENTS IN THE ALMSHOUSES OF THE CHARITY. RESIDENTS SHALL BE PERSONS IN NEED, HARDSHIP OR DISTRESS OF GOOD CHARACTER WHO ARE RESIDENT IN THE CITY AND DISTRICT OF ST. ALBANS IN SUCH MANNER AS THE TRUSTEES THINK FIT.
