TO FORMULATE, ADOPT, PROMOTE AND CARRY INTO EFFECT A SCHEME OF SCHEMES FOR THE PURPOSE OF PROVIDING COMFORTABLE AND INEXPENSIVE DWELLINGS AND HOMES IN THE HACKNEY DISTRICT PRIMARILY FOR WHOLLY OR PARTIALLY DISABLED OR INFIRM OR SUFFERING OR STRICKEN OR WOUNDED MEN AND WOMEN WHO HAVE SERVED IN THE NAVAL OR MILITARY FORCES OF THE CROWN, AND SECONDARILY FOR MEN AND WOMEN WHO HAVE SERVED IN THE POLICE, POSTAL, MUNICIPAL AND RAILWAY SERVICES AND SUFFER UNDER SOME PHYSICAL DISABILITY WHEREIN SUCH MEN AND WOMEN MAY BE ENABLED TO LIVE WITH OR WITHOUT THEIR FAMILIES (IF ANY) UNDER CONDITIONS CALCULATED TO AFFECT FAVOURABLY THEIR PHYSICAL, MORAL, MENTAL AND SPIRITUAL WELFARE.
