TO RELIEVE THE PATIENTS OF SOUTH OCKENDON HOSPITAL AND ANY OTHER MENTALLY HANDICAPPED PERSON IN THE MENTALLY HANDICAPPED DIVISION OF THE BASILDON AND THURROCK HEALTH AUTHORITY BY PROVISION OF MINI-BUSES AND OTHER FORMS OF TRANSPORT FOR SUCH PERSON AND THE MAINTENANCE OF THE SAID MINI-BUSES.
