TO PROMOTE AND ENCOURAGE EDUCTION IN CIVIC RESPONSIBILITIES BY SUCH MEANS AS THE TRUSTEES SHALL FROM TIME TO TIME DETERMINE AND IN PARTICULAR BY ESTABLISHING AND MAINTAINING BURSARIES OR SCHOLARSHIPS TO BE AWARDED TO YOUNG MEN AND WOMEN TO ENABLE THAM TO CARRY OUT RESEARCHES INTO MATTERS OF ECONOMIC EDUCATIONAL AND SOCIAL IMPORTANCE IN THE UNITED KINGDOM THE COMMONWEALTH AND FOREIGN COUNTRIES AND BY PUBLISHING OR OTHERWISE DISSEMINATING THE KNOWLEDGE ACQUIRED AS A RESULT OF SUCH RESEARCHES.
