(1) TO PROMOTE EDUCATION, AND PROVIDE FACILITIES FOR RECREATION AND LEISURE-TIME OCCUPATION, WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE INHABITANTS OF THE AREA OF BENEFIT; AND (2) TO IMPROVE THE EDUCATION OF PERSONS WHO ARE RESIDENT IN THE AREA OF BENEFIT.
