TO ADVANCE THE EDUCATION OF THE PUBLIC WITHIN THE METROPOLITAN BOROUGH OF STOCKPORT ("THE AREA OF BENEFIT") IN MATTERS RELATING TO THE CARE OF CHILDREN AND YOUNG PEOPLE, IN PARTICULAR THE EDUCATION AND TRAINING OF FOSTER CARERS AND TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES AND SERVICES TO RELIEVE THE FINANCIAL HARDSHIP, OR OTHER CHARITABLE NEEDS OF SUCH CARERS AND THE CHILDREN AND YOUNG PEOPLE IN THEIR CARE.
