2 THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY RECREATION IN PARTICULAR BY THE PROVISION OF FACILITIES FOR THE PLAYING OF (INCLUDING BUT NOT LIMITED TO) FOOTBALL.
