THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY RECREATION IN PARTICULAR BY THE PROVISION OF FACILITIES FOR THE PURSUIT OF SWIMMING FOR SUCH PERSONS WHO HAVE NEED FOR SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES OR FOR THE PUBLIC AT LARGE IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE. 2. THE ADVANCEMENT OF EDUCATION AMONG THE PUBLIC IN LEADERSHIP, COACHING AND ORGANISATION OF SPORT AND IN PARTICULAR SWIMMING OR OTHER LEISURE TIME OCCUPATION AND PROMOTING VOLUNTEERING (WHERE TO DO SO FURTHERS A CHARITABLE PURPOSE OR PURPOSES) BY THE PROVISION OR ASSISTANCE IN THE PROVISION OF FACILITIES, COURSES, TRAINING PROGRAMMES AND RESOURCES. 3.
