To promote all forms of play and recreation for children and young persons from disadvantaged children from deprived areas of Merseyside. The five local authorities being Liverpool, Sefton, St Helens, Knowsley and Wirral. To raise funds and to make grants to groups organising activities for children. To co-operate in securing and preserving recreational facilities.
