(2) THE PROVISION, IMPROVEMENT AND MAINTENANCE OF THE GROUNDS AND BUILDINGS AT THE NEWBURN LEISURE CENTRE FOR THE PURPOSE OF RECREATION AND OTHER LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE BENEFICIARIES.
