TO PROVIDE FOR THE INHABITANTS OF APPLETON-LE-MOORS AND THE NEIGHBOURHOOD IN THE INTEREST OF SOCIAL WELFARE FACILITIES FOR RECREATION AND LEISURE-TIME OCCUPATION, WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
