AWARDING SCHOLARSHIPS, MENTORSHIPS, MAINTENANCE ALLOWANCES OR GRANTS TENABLE AT ANY UNIVERSITY, COLLEGE, INSTITUTION OF HIGHER OR FURTHER EDUCATION, OR IN A MANNER ACHIEVING SUCH A GOAL. 2.
