3) THE PROMOTION OF EDUCATION OF PERSONS IN FORMBY WHO ARE IN NEED OF FINANCIAL ASSISTANCE AND WHO ARE:
I) PERSONS WHO ARE ATTENDING THE SCHOOL; OR
II) PERSONS WHO HAVE AT ANY TIME ATTENDED THE SCHOOL; OR
III) PERSONS UNDER THE AGE OF 25.
4) THE PROVISION OF FACILITIES FOR RECREATION FOR PERSONS UNDER THE AGE OF 25 RESIDENT IN FORMBY.
