THE SAVING OF LIFE AND RENDERING OF ASSISTANCE IN AREAS WHERE THE SEA, ESTUARIES, RIVERS AND OTHER EXPANSES OF WATER ARE A POTENTIAL DANGER, EITHER FROM NATURAL DISASTER OR FROM A CONCENTRATION OF MARINE ACTIVITY IE WATERBORNE SPORTING EVENTS INVOLVING BOATS, LEISURE PURSUITS (INCLUDING SWIMMING) AND OTHER COMMERCIAL AND PRIVATE MARITIME USAGE.
