TO PROMOTE THE REHABILITATION OF YOUNG PEOPLE IN THE WATFORD AND SURROUNDING AREAS WHO HAVE BEEN CONVICTED OF CRIMINAL OFFECES OF UNLAWFULLY USING OR TAKING OTOR VEHICLESBY TEACHING THEM TO DRIVE MOTOR VEHICLES SAFELY AND RESPONSIBLY AND ALSO TO OFFER THAM A LEGAL ANDSUPERVISED OUTLET FOR THEIR INTEREST IN MOTOR VEHICLES BY THE PROVISION OF FACILITIES FOR THE PURCHASE MAITENANCE AND OPERATION OR BANGER RACING CARS WITH A VIEW TO DIVERTING THEM FROM COMMITTING FURTHER CRIMINAL OFFENCES.
