TO RELIEVE POVERTY BY GIVING FINANCIAL ASSISTANCE TO 1. PENSIONERS WHO ARE MEMBERS OF THE ASSOCIATION 2. IN THE DISCRETION OF THE COMMITTEE: (A) PENSIONERS ELIGIBLE FOR MEMBERSHIP OF THE ASSOCIATION (B) ANY PERSON WHO HAS SERVED IN THE OVERSEAS CIVIL SERVICE (C) ASSOCIATE MEMBERS OF THE ASSOCIATION WHO: (1) WERE APPOINTED OR TRANSFERRED TO STATUTORY CORPORATIONS (PARA-STATALS) IN COLONIAL TERRITORIES ON TERMS AND CONDITIONS COMPARABLE TO PERSONS EMPLOYED DIRECTLY IN HER MAJESTY'S OVERSEAS CIVIL SERVICE OR A SIMILAR OVERSEAS SERVICE; (2) RETIRED BEFORE COMPLETING THE MINIMUM PERIOD REQUIRED TO QUALIFY FOR A PENSION (3) WERE OBLIGED, OR WHO CHOSE, TO HAVE 100% OF THE PENSION COMMUTED TO A LUMP SUM (D) PERSONS WHO HAVE SERVED IN THE LOCAL CIVIL SERVICE OF AN OVERSEAS TERRITORY FOR WHOSE ADMINISTRATION THE BRITISH COLONIAL OFFICE, COMMONWEALTH OFFICE OR FCO WERE RESPONSIBLE (E) THE WIDOW, CHILD OR OTHER DEPENDANT OF A PERSON REFERRED TO IN PARAGRAPHS (I) OR (II) (A) (B) (C) OR (D)
