IN EXCEPTIONAL CASES GRANT RELIEF TO PERSONS OTHERWISE ELIGIBLE WHO ARE RESIDENT IMMEDIATELY OUTSIDE THE AREA OF BENEFIT, BUT IN THE OPINION OF THE TRUSTEES OUGHT NEVERTHELESS FOR SUFFICIENT REASON BE TREATED AS IF RESIDENT THEREIN OR WHO ARE LOCATED FOR THE TIME BEING WITHIN THE AREA OF BENEFIT. WHERE THE TRUSTEES CANNOT APPLY THE WHOLE OF THE INCOME AS ABOVE THEY MAY APPLY THE SURPLUS INCOME OF THE CHARITY FOR SUCH OTHER CHARITABLE PURPOSES FOR THE GENERAL BENEFIT OF THE INHABITANTS OF THE FORMER PARISH OF ST GEORGE WITH ST AUGUSTINE
