THE OBJECTS OF THE CIO ARE: (I) TO ADVANCE EDUCATION FOR THE PUBLIC BENEFIT BY SECURING, BRINGING BACK INTO GOOD REPAIR, PRESERVING AND CARING FOR THE FABRIC OF STAFFORD'S OLD LIBRARY, MUSEUM AND ART GALLERY BUILDING AS A NEW CULTURAL HUB HAVING REGARD TO THE HIGHEST STANDARDS FOR ITS CONSERVATION, PRESERVATION AND USE AS A PUBLIC RESOURCE; AND (II) SUBJECT TO APPROPRIATE ADAPTATION OF THE AFORESAID BUILDING, TO FURTHER SUCH CHARITABLE PURPOSES (CHARITABLE UNDER ENGLISH LAW) FOR THE PUBLIC BENEFIT IN STAFFORD AS THE TRUSTEES SEE FIT FROM TIME TO TIME IN PARTICULAR BUT NOT EXCLUSIVELY BY: - THE PROVISION OF A COMMUNITY FACILITY FOR THE BENEFIT OF ITS INHABITANTS (AND VISITORS) FOR THEIR EDUCATION, RECREATION AND OTHER LEISURE-TIME OCCUPATION PROVIDED IN THE INTERESTS OF SOCIAL WELFARE SO THAT THEIR CONDITIONS OF LIFE MAY IMPROVE; - THE PROMOTION OF THE EFFICIENCY AND EFFECTIVENESS OF CHARITIES AND THE EFFECTIVE USE OF RESOURCES FOR CHARITABLE PURPOSES BY CHARITIES, VOLUNTARY AND COMMUNITY ORGANISATIONS; - THE ADVANCEMENT OF THE ARTS, CULTURE AND HERITAGE BY SUPPORTING THE DEVELOPMENT OF SKILLS IN THE CREATIVE ARTS; CELEBRATING THE HISTORY OF STAFFORD AND ITS PEOPLE AND BY THE COLLECTION, CONSERVATION, INTERPRETATION AND DISPLAY OF INDIGENOUS OR RELEVANT ARTISTIC, LITERARY OR CULTURAL OBJECTS OR BOOKS; - THE PROMOTION OF THE PUBLIC’S GOOD HEALTH AND WELL-BEING BY SUCH MEANS AS THE TRUSTEES SEE FIT IN PARTICULAR THROUGH THE ARTS (AND USING THE ARTS AS THERAPY); AND - THE PRESERVATION AND PROTECTION OF THE LOCAL ENVIRONMENT IN PARTICULAR BY ENCOURAGING AND SUPPORTING ITS RESPONSIBLE STEWARDSHIP.
