The provision and maintenance of a village hall for use by the inhabitants of the Parish of Scruton and the surrounding area providing facilities for recreation, meetings, lectures and other leisure-time activities for individuals and the public at large in the interests of social welfare and with the object of improving the conditions of life for the said inhabitants.
