THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION FOR THE INHABITANTS FOR THE TIME BEING OF THE AREA NOW WITHIN THE ADMINISTRATION OF THE SWALE BOROUGH COUNCIL IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
