(2)TO PROMOTE THE EDUCATION(INCLUDING SOCIAL AND PHYSICAL) OF PERSONS RESIDENT IN THE AREA OF BENEFIT AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
