TO PROMOTE THE BENEFIT OF THE INHABITANTS OF THE AREA OF BENEFIT BY ASSOCIATING TOGETHER THE LOCAL AUTHORITIES VOLUNTARY AND OTHER ORGANISATIONS TO ADVANCE EDUCATION AND TO PROVIDE FACILITIES IN INTERESTS OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING CONDITIONS OF LIFE FOR THE SAID INHABITANTS AND TO ESTABLISH OR TO SECURE THE ESTABLISHMENT OF A YOUTH AND COMMUNITY CENTRE
