TO PROVIDE ANNUAL GRANTS TO LOCAL CHARITIES AND THE PAYMENT OF PENSIONS FOR THE BENEFIT OF POOR PERSONS OF GOOD CHARACTER WHO FROM AGE, ILL-HEALTH, ACCIDENT OR INFIRMITY ARE UNABLE TO MAINTAIN THEMSELVES BY THEIR OWN EXERTIONS AND RESIDE IN KINGSTON UPON HULL OR WITHIN 2 MILES OF THE CITY BOUNDARY.
