TO GRANT RELIEF TO NECESSITOUS PERSONS WHO HAVE BEEN ENGAGED EITHER AS PRINCIPALS OR CLERKS IN SHIPPING AND MERCANTILE PURSUITS OR TO THEIR RELATIVES. THE RECIPIENTS OF RELIEF SHALL HAVE BEEN ENGAGED IN THE ABOVE PURSUITS IN ANY OF THE TYNE PORTS OR BLYTH.
