TO CARE FOR THE SPIRITUAL NEEDS OF THE FAITHFUL, BY EVERY FORM OF APOSTOLIC ACTIVITY, APPROVED BY ECCLESIASTICAL AUTHORITY IN THOSE AREAS OF THE CHURCH WHERE THE NEED IS GREATEST. IT SHALL PROMOTE AND FOSTER IN EVERY WAY POSSIBLE DEVOTION TO THE HOLY SPIRIT.
