THE RELIEF RECREATION INSTRUCTION AND GENERAL WELFARE OF THE DISABLED AND HANDICAPPED WITHIN THE COUNTY OF DEVON AND IN PARTICULAR WITHIN THE AREA OF THE BOROUGH OF TORBAY ESPECIALLY THE ESTABLISHMENT OR THE PROMOTION AND SECURING OF THE ESTABLISHMENT OF A COMMUNITY CENTRE WITH ALL NECESSARY FACILITIES FOR THE DISABLED AND HANDICAPPED.
