PROMOTING THE EDUCATION (INCLUDING SOCIAL AND PHYSICAL TRAINING) OF PERSONS RESIDENT IN THE AREA OF ANY OF THE ANCIENT (AS IN 1898) PARISHES OF HENBURY, WESTBURY-ON-TRYM OR HORFIELD WHO HAVE NOT ATTAINED THE AGE OF 25 YEARS AND ARE IN NEED OF FINANCIAL ASSISTANCE.
