Charitable objects
THE GOVERNORS SHALL FIRST DEFRAY OUT OF THE INCOME OF THE CHARITY THE COST OF MAINTAINING THE PROPERTY OF THE CHARITY (INCLUDING THE REPAIR AND INSURANCE OF ANY BUILDINGS THEREON) AND ALL OTHER CHARGES AND OUTGOINGS PAYABLE IN RESPECT THEREOF AND ALL THE PROPER COSTS,CHARGES AND EXPENSES OF AND INCIDENTAL TO THE ADMINISTRATION AND MANAGEMENT OF THE CHARITY.(1)SUBJECT TO PAYMENT OF THE EXPENSES AFORESAID THE GOVERNORS MAY APPLY NOT MORE THAN ú1,000,OR SUCH OTHER SUM AS THE COMMISSIONERS MAY APPROVE,IN ANY YEAR IN MAKING PAYMENTS TO THE SCHOOL GOVERNORS OF ANY VOLUNTARY AIDED SCHOOL IN THE AREA OF THE FORMER MUNICIPAL BOROUGH OF CHELMSFORD IN WHICH RELIGIOUS INSTRUCTION IS GIVEN IN THE DOCTRINES OF THE CHURCH OF ENGLAND TOWARDS MEETING THE SCHOOL GOVERNORS' OBLIGATIONS IN RESPECT OF THE MAINTAINANCE,IMPROVEMENT OR ADDITION TO SCHOOL PREMISES.(2)SUBJECT THERETO THE GOVERNORS SHALL APPLY THE INCOME OF THE CHARITY IN ONE OR MORE OF THE FOLLOWING WAYS:(A)IN PROVIDING SUCH SPECIAL BENEFITS OF ANY KIND NOT NORMALLY PROVIDED BY THE LOCAL EDUCATION AUTHORITY AT ANY SCHOOL OR COLLEGE IN THE MAINTAINED SECTOR CATERING FOR THE BENEFICIARIES OF THE CHARITY AS MAY FROM TIME TO TIME BE AGREED BETWEEN THE GOVERNORS AND THE GOVERNORS OF THE SCHOOL CONCERNED AFTER CONSULTATION WITH THE SAID AUTHORITY.(B)IN AWARDING TO BENEFICIARIES SCHOLARSHIPS,BURSARIES OR MAINTENANCE ALLOWANCES TENABLE AT ANY SCHOOL,UNIVERSITY OR OTHER PLACE OF LEARNING,APPROVED BY THE GOVERNORS;(C)IN ASSISTING BENEFICIARIES WHO ARE PREPARING FOR,ENTERING UPON OR ENGAGED IN ANY PROFESSION,TRADE,OCCUPATION OR SERVICE,BY PROVIDING THEM WITH OUTFITS,OR BY PAYING FEES,TRAVELLING OR MAINTENANCE EXPENSES, OR BY SUCH OTHER MEANS FOR THEIR ADVANCEMENT IN LIFE OR TO ENABLE THEM TO EARN THEIR LIVING AS THE GOVERNORS THINK FIT;(D)IN AWARDING SCHOLARSHIPS AND MAINTENANCE ALLOWANCES TO ENABLE BENEFICIARIES TO TRAVEL ABROAD TO PURSUE THEIR EDUCATION;(E)IN PROVIDING FINANCIAL ASSISTANCE TO ENABLE BENEFICIARIES TO STUDY MUSIC AND OTHER ARTS.(3)WITHIN THE LIMITS PRESCRIBED BY THIS SCHEME THE GOVERNORS SHALL HAVE FULL POWER TO MAKE RULES FOR THE AWARD OF SCHOLARSHIPS,EXHIBITIONS,BURSARIES,MAINTENANCE ALLOWANCES AND OTHER BENEFITS,INCLUDING RULES AS TO THE VALUE AND PERIOD OF TENURE OF THE AWARDS AND THE QUALIFICATIONS,METHOD OF ASCERTAINMENT AND SELECTION OF CANDIDATES FOR BENEFIT.(4)THE GOVERNORS SHALL HAVE REGARD TO THE DESIRABILITY OF CONSULTING THE LOCAL EDUCATION AUTHORITY AS TO THEIR GENERAL ACTION UNDER SECTIONS(B),(D) AND (E) OF SUB-CLAUSE (2) OF THIS CLAUSE AND, IF OCCASION REQUIRES,AS TO THE EDUCATIONAL QUALIFICATIONS OF CANDIDATES FOR BENEFIT.(5)IN THIS CLAUSE THE EXPRESSION "BENEFICIARIES" MEANS PERSONS UNDER THE AGE OF 25 YEARS WHO ARE IN NEED OF FINANCIAL ASSISTANCE AND WHO ARE EITHER RESIDENT IN THE AREA OF THE FORMER MUNICIPAL BOROUGH OF CHELMSFORD AND THE PARISHES ADJOINING THERETO OR ARE ATTENDING OR HAVE FOR NOT LESS THAN ONE YEAR AT ANY TIME ATTENDED A SCHOOL OR COLLEGE OF FURTHER EDUCATION IN THAT AREA.
