TO PROMOTE THE PHYSICAL, MENTAL AND SPIRITUAL WELL-BEING OF ALL CHILDREN IN DEVON, PLYMOUTH AND TORBAY, INCLUDING CHILDREN WITH DISABILITIES AND THOSE EXPERIENCING DISADVANTAGE BY REASON OF THEIR SOCIAL AND ECONOMIC CIRCUMSTANCES, BY ENCOURAGING AND SUPPORTING VARIED AND APPROPRIATE PROVISION OF SAFE AND STIMULATING PLAY OPPORTUNITIES.
