THE PROVISION, OR ASSISTANCE IN THE PROVISION IN THE HERRIARD AND HERRIARD AREA OF FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION, SUCH FACILITIES BEING PROVIDED FOR THE BENEFIT OF THE PUBLIC IN THE INTERESTS OF SOCIAL WELFARE SO THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
