(II) TO CREATE AND ADMINISTER AND ASSIST IN THE CREATION AND ADMINISTRATION OF SCHOLARSHIPS EXHIBITIONS AND PRIZES FOR THE ENCOURAGEMENT OF STUDY AND LEARNING
