TO PROMOTE THE BENEFIT OF YOUNG PERSON BETWEEN 11 AND 25 LIVING IN WASHINGTON AND THE SURROUNDING AREAS WITHOUT DISTINCTION OF SEX, POLITICS, RELIGION, OR OPINIONS IN ASSOCIATION WITH THE LOCAL AUTHORITIES, VOLUNTARY ORGANISATION AND THOSE YOUNG PERSONS, IN A COMMON EFFORT TO ADVANCE EDUCATION AND TO PROVIDE FACILITIES IN THE INTEREST OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECTS OF IMPROVING THE CONDITIONS OF LIFE OF LIFE OF THOSE YOUNG PERSONS SO AS TO DEVELOP THEIR PHYSICAL, MENTAL AND SPIRITUAL CAPABILITIES SO THAT THEY MAY GROW TO FULL MATURITY WITHIN THE COMMUNITY
