TO EDUCATE AND PROMOTE THE PHYSICAL, MENTAL AND SPIRITUAL DEVELOPMENT OF MEMBERS OF SCOUTING AND GUIDING GROUPS SO THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY, IN PARTICULAR BY PROVIDING FACILITIES FOR THE USE OF SCOUTING AND GUIDING GROUPS.
