(A) TO ADVANCE THE EDUCATION OF CHILDREN AND THEIR FAMILIES, RESIDENT PREDOMINANTLY BUT NOT EXCLUSIVELY IN THE AREA OF SEWELL WARD AND SURROUNDING AREAS OF NORWICH THROUGH THE PROVISION OF DAY CARE AND PRE-SCHOOL FACILITIES FOR CHILDREN WHICH STIMULATES THEIR GROWTH AND DEVELOPMENT THROUGH SAFE AND STIMULATING PLAY; (B) IN THE INTERESTS OF SOCIAL WELFARE, TO PROMOTE AND PROVIDE RECREATIONAL FACILITIES AND OTHER LEISURE TIME ACTIVITIES FOR CHILDREN AND THEIR FAMILIES SO THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
