TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR WATER BASED ACTIVITIES IN THE INTEREST OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME OCCUPATION FOR THE BENEFIT OF THE INHABITANTS OF TORBAY AND THE SURROUNDING AREA WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
