THE PROMOTION OF COMMUNITY PARTICIPATION IN HEALTHY RECREATION FOR THE BENEFIT OF THOSE LIVING OR WORKING IN SWANSEA AND SOUTH WEST WALES, IN PARTICULAR FOR PEOPLE OF ALL AGES WITH DISABILITIES OR OTHER INFIRMITY, AND WHO WOULD OTHERWISE BE EXCLUDED, BY ENABLING THEM TO ENJOY THE PLEASURES AND HEALTH BENEFITS OF CYCLING BY THE PROVISION OF SPECIAL FACILITIES AND ADVICE.
