TO PERMANENTLY PRESERVE, EXHIBIT AND OPERATE, WHERE POSSIBLE, FOR THE PUBLIC BENEFIT FOR EDUCATIONAL AND INSTRUCTIONAL PURPOSES, THE ONLY SURVIVING EXAMPLE OF THE GREAT WESTERN 15XX PANNIER TANK CLASS OF LOCOMOTIVE, NUMBER 1501. THE LOCOMOTIVE TO BE NORMALLY BASED AND OPERATED ON THE SEVERN VALLEY RAILWAY.
