IN PARTICULAR, BUT NOT SO AS TO LIMIT OR RESTRICT THE FURTHERANCE OF SUCH PURPOSES, THE RELIEF EITHER GENERALLY OR INDIVIDUALLY OF PERSONS WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS.
