TO RELIEVE THE CHARITABLE NEEDS OF PEOPLE WHO ARE BLIND, PARTIALLY SIGHTED OR VISUALLY IMPAIRED WHO ARE PRIMARILY RESIDENT WITHIN THE CITY OF YORK BY THE PROVISION OF SERVICES, ADVICE AND SUPPORT AS THE TRUSTEES SHALL DETERMINE.
